摘要
公共部门人力资源外包的实施具有阶段性,不同的阶段伴随着不同的风险。将风险管理理念引入公共部门人力资源外包的风险控制工作中,从规范外包流程、提高人员素质、加强过程控管、拓展监督渠道等多方面入手,构建事前防范、事中控管和事后查纠相结合的公共部门人力资源外包风险管理体系,对于公共部门增强防范人力资源外包风险的能力、提升人力资源外包工作绩效、树立部门的良好形象具有重要意义。
The implementation of public-sector human resources outsourcing is with conspicuous characteristics of phased,and there are different risks accompanied by different stages.We try to take the risk management idea to risk control of the public-sector human resources outsourcing,begin with regulating outsourcing process,raising personnel quality,strengthening the process control and expanding channels of control,and explore the system of combination with prevention,control and tracing.These are important for public-sector to enhance the ability of preventing risks,promote performance of human resources outsourcing and set a good image of the departments.
