中国碳市场建设的几个基本问题——基于碳交易性质的认识

Fundamental Issues of China Carbon Market Construction——Based on Carbon Trading Nature

碳交易已成为各国温室气体减排最重要的制度安排。作为最大的温室气体排放国,未来减排将成为我国经济社会的重大挑战。根据2011年11月9日国务院《"十二五"控制温室气体排放工作方案》,我国将建立碳交易市场。社会各界对我国碳市场构建存在诸多观点,其中有些值得商榷。本文基于碳交易性质的认识,对我国碳市场建设的几个基本问题进行了辨析。

Emission trading has become the most important institutional arrangement of greenhouse gases emission reductions in many countries. As the largest emitter of greenhouse gases, emissions reduction will pose a serious challenge to our economy and society in the future. According to the Twelfth Five-year Greenhouse Gas Emission Control Program promulgated by the State Council on November 9, 2011, China will establish a carbon trading market. The whole society brings up many viewpoints on China＇s carbon market conceptions, some of which worth discussing. Based on the understanding of the nature of carbon trading, the paper analyses several basic issues relating to construction of China carbon market.
