How to complete the construction of provincial experimental teaching model center innovatively under time pressure is the core mission to pay attention to innovation and productivity.Relying on the tool of balanced score card,the strategic orientation,implementation and evaluation of the specific actions should be combined to elaborate on the innovation strategy with local features.This article elaborates on exhaustive evaluation elements and indices by the framework of stakeholders,internal processes,innovation and learning,and finance.It has played the influential role in construction strategy with Wenzhou characteristics to make a balance between long and short terms.
