Analyzed the problems in the process of implementing the environmental and occupational health ＆ safety management system by using pareto and fishbone chart. The main factors, the secondary factors and general factors are made certain. The causation of the problems are also explored. Suggestion on how to improving the environmental and occupational health ＆ safety management system is given.
