以高校人事制度改革为突破口 推动高校后勤服务社会化进程

摘要 提出以建立具有中国特色的符合我国高等教育特点和高等教育规律的新型高校后勤保障体系为目标 ,按整体设计 ,分步实施 ,重点突破 ,全面推进 ,实事求是 ,积极稳妥的方针转变高校后勤服务运行机制 ,从定编定岗、定员定责、全员聘任和合理分配四个方面深化高校后勤改革 ,推动高校后勤服务社会化进程 ,提高高等院校办学效益 . This paper presents that new rear-service guarantee system in college and universities should be established to conform to characteristics and laws of higher education with Chinese characteristics in our country, that the operation mechanism of rear-service in college and universities should be transformed on the basis of entire design, step-by-step carrying out, focal breakthrough, all-round promotion, being practical and realistic and being active and reliable, that the rear-service reform in colleges and universities should be deepened from a fixed staff and post, a fixed staff and duty, all staffs employment and reasonable allocation so that the socialization process of rear-service in colleges and universities can be promoted and the benefits of running a college or university can be increased.
