土耳其正义与发展党政权的外交政策成因分析

An Analysis on the Reasons of Turkish Foreign Policy under the Justice and Development Party

正义与发展党上台执政以来,土耳其在外交舞台上日趋活跃,在一些国际问题上采取别具特色的政策和立场。无论是其全力推动入盟进程的努力,还是"零问题"外交主张、多元化务实外交的做法等,都引发学界的广泛关注。本文借助罗斯诺的层次分析法,从土耳其国内政治的视角切入,在个体、政府、社会三个层面对正发党政府外交政策的背景和成因进行分析。

Since the Justice and Development Party （JDP） came to power, Turkey has become increasingly active in the diplomatic arena. It has been taking unique policies and positionsin some international issues. Its efforts to promote the EU accession process, the ＂zero problem＂ diplomacy, as well as the implementation of diversified and pragmatic foreign diplomacy, has raised widespread concern and research in the academia. This paper is trying to explain the reasons of the JDP government＇s foreign policy from the perspective of domestic politics in Turkey, so as to explain the adjustments and evolution of its foreign policy. The analysis is according to James N. Rosenau＇s Pre-Theory of Foreign Policy, in terms of governmental, societal and individual variables.
