摘要 基本思路是借鉴黄河已开展的水权转让理念,在政府引导下,由工业企业投资黄河流域多沙粗沙来源区水土保持工程建设,达到减少入黄泥沙的目标,从而置换出部分水量给工业企业。从粗泥沙集中来源区治理是黄河治理的根本措施、水资源已成为能源基地发展的严重制约因素、支流入黄水沙量已呈急剧减少趋势、粗沙集中来源区坝系建设为水沙综合利用奠定基础等四方面,提出水土保持水沙置换的必要性,对水土保持水沙置换模式和置换对象、涉及的关键技术问题,如可置换水量、水土保持水沙置换期限、水土保持水沙置换费用和水土保持水沙置换监测进行了探讨。 In order to reduce sedimentation in the Yellow River Basin and under the guidance of Chinese gov- ernment, the theory of water right transfer is employed for industries to make investment for soil and water con- servation in the source areas of sediment and coarse sand, which could use the saved water quantity. The im- portance of managing sediment for water is introduced. Sediment control at its source is the fundamental mea- sure for the harness of the Yellow River since water has become a restraining factor for the development of en- ergy bases and sharp decrease of coming water of tributaries of the Yellow River. Technical issues related to the approach are discussed, such as available displacing water yield, displacing duration, cost and monitoring.
