北方河道治理开发浅议

Discussion on river management and development in North China

北方河道生态环境一般较差,并存在着一定的防洪问题。随着综合治理、河流健康、生态防洪、人水和谐等治理新理念的不断提出和实践,修建引蓄水工程、挖湖筑堤筑岛、清淤清障、景观建设、土地开发利用将成为北方河道治理方向和模式。从人为因素影响、防洪、资源开发利用、工程管理等方面分析了北方河道治理开发过程中需要引起重视的几个问题,并提出相应的建议。

Eco-environment in northern part of China is normally poor and associated with flood problem. As the emerge of new management theories of integrated management, health river system, ecological flood control and harmony between human and water, measures of water diversion and storage, embankment and island construction, river dredging, landscape construction and land development have been carried out. Relevant issues with more concern are analyzed, such as human influence factor, flood and resource utilization and project management, and recommendations are given.
