宁夏基层林业站建设中的差异性分析

On Differences of Construction of Basic Forestry Station in Ningxia

相对于一些林业大省和经济发达省份,宁夏基层林业站建设中存在着明显差异性,主要表现在:设置形式上以跨乡镇设站为主,管理体制上侧重选择双重管理、基础建设方面存在着明显的滞后状态、科技服务能力不足等方面。缩小差距的对策,除了稳定机构和从业人员群体外,还需要注重区域生态建设的实际,科学规划建设目标,选择有效路径,采取分步实施、整体推进的办法强化基层林业站建设。

Comparing with forestry provinces and economic developed provinces, there are obvious differences in the construction of basic forestry stations in Ningxia. In Ningxia, basic forestry stations are built according to the region of village and town and managed by double management. The infrastructure constructions of basic forestry stations are not developed and the scientific and technological ability of basic forestry stations are not advanced. The essay gives some suggestions to the problem ： stabling the system and employed persons, emphasizing regional ecological construction, designing construction aim scientifically, choosing the method effectively, implementing step by step and advancing on the whole.
