摘要
《国家中长期教育改革和发展规划纲要》首次提出进行营利性民办学校试点,这是继《教育法》和《民办教育促进法》之后民办教育立法领域的重大突破,是适应我国民办高校发展实际和借鉴国外私立大学发展变化的客观选择。进行营利性民办高校试点,需要对营利性大学的基本特征、试点的必要性与可行性进行论证,特别是要从政策和操作两个层面就保障营利性民办高校如何试点进行必要的制度设计。
Pilot of for-profit non-governmental institutions of higher learning was first proposed in the National Long-term Education Reform and Development Plan. It is a major breakthrough of the Education Law and Non-governmental Education Promotion Law. It is the result of adapting the practical development of non-governmental higher education, and learning from the develop- ment and changes of foreign private universities. To carry out the pilot of for-profit non-governmental institutions of higher learn- ing, it is necessary to conduct studies of the basic characteristics of the for-profit universities, and the necessity and feasibility of the pilot project. It is especially important to perform the necessary system design from the two levels of policy and operations on protecting the pilot of for-profit non-governmental institutions of higher learning.
