Institutionalized Citizen Participation in Government Performance Management:Research and Reflections on Hangzhou's Comprehensive Evaluation Practice

以杭州市政府综合考评为例,分析公民制度化参与在政府管理中的作用和影响。杭州的实践表明,在公民的制度化参与中,社会公众不仅有制度化的表达渠道,而且能够通过参与影响公共决策,使政府在与社会公众的互动中不断提升政府服务质量。

Taking Hangzhou＇s comprehensive evaluation as an example, this paper analyzes the role and influence of institutionalized citizen participation in government management. Hangzhou＇s practice indicates that, with institutionalized citizen participation, the public not only have the institutionalized channels for expression, but also can affect public decision-making through participation, so as to improve the quality of government service in the process of interaction with the public.
