农民工基本文化权益保障对策性研究——基于杭州市农民工群体基本文化供需之对策考量

Research on Protecting Migrant Workers' Basic Cultural Rights and Interests:Based on the Considerations of the Cultural Supply and Demand of Hangzhou's Migrant Workers

"农民工基本文化权益保障问题研究"课题组对杭州市农民工基本文化服务供需现状进行了问卷调查和实地走访,在客观评价杭州市农民工基本文化权益保障的发展态势、清晰指出既存问题的基础上,有针对性地提出了具体详实而又合乎理性的策略安排,构建了涵盖政府政策推进、社区主导运行、社会合力支撑等在内的系统化、规范化的农民工基本文化权益保障机制。突出强调,为农民工提供基本文化保障(文化低保)是各级政府的重要责任。

The ＂Migrant workers＇ basic cultural rights and interests protection＂ research group conducted a survey and site visits on the supply and demand status of migrant workers＇ cultural services in Hangzhou. On the basis of the objective evaluation of the development trend in protecting the basic cultural rights and interests of Hangzhou＇s migrant workers and clearly pointed existing problems, it puts forward a specific, detailed, and rational strategic arrangement. It proposes the building of systematic and standardized protection mechanisms of the basic cultural rights and interests of migrant workers, through government policies promotion, community-led operation, and joint society support. It highlights that the basic cultural protection for migrant workers （ minimal culture assurance） is an important responsibility of governments at all levels.
