江苏省科技金融发展现状、问题和对策研究

Research on Present Situation,Problems,and Countermeasures for Development of Science and Technology Finance in Jiangsu Province

江苏省虽然在科技金融建设中取得了一定成绩,但仍然存在政府引导政策单一、政府与市场结合机制效率低、银行科技金融功能缺位、创业投资基金在空间和产业链上布局不均衡和科技金融发展的外部环境不健全等问题,针对上述问题,给出了强化政府科技成果转化功能、创新科技计划投入形式、促进江苏省银行体系的"柔性化"、健全科技金融产品体系、均衡创业投资布局、完善四轮驱动的资本市场融资体系等发展对策。

Although Jiangsu has got certain achievement in science and technology finance construction, there are still some prob- lems, such as single government guiding policies, inefficient mechanism for the government and market integration, absent function of banking science and technology finance, imbalanced venture capital funds in the area space and incomplete layout of industrial chain, the external environment of the development of the science and technology finance. In order to solute these problems, this paper puts forward that Jiangsu should strengthen the transformation function of science and technology achievement for govern- ment, innovate investing form of science and technology plan, promote the flexibility of its banking system, perfect the product system of science and technology finance, balance the layout of venture capital funds, and complete capital market of four-wheel drive.
