中国农民专业合作社政府规制优化的策略

Strategies of Optimizing Governmental Regulations of Specialized Cooperatives of Chinese Farmers

政府规制是政府为了维护公众利益和纠正市场失灵而规范市场主体活动的行为。农民专业合作社是因提高农民组织化程度而具有广泛正外部效应的特殊市场主体,如何规范并推动其发展,是政府规制的重要议题。目前,中国农民专业合作社的政府规制尚处于探索阶段,需要不断优化。笔者就此提出规制优化的7项策略:树立目标模式、加强规范化建设、完善和贯彻现有规制政策、合作教育制度化、建立和完善监督机制、中央政府大力推动和构建三方制衡机制,同时,对各项策略在规制优化中的地位给予明确定位。

governmental regulations are subjective activities to regulate market in order to protect public interests and correct market failures, specialized farmer cooperatives are special market subjects to promote the organization of farmer. They have positive and extensive external effect. How to regulate and push forward their development is an important subject in government regulations, at present, the regulations of specialized farmer cooperatives are still in exploration and need constant optimizing. This article puts forward 7 strategies to optimize government regulations. They are： setting up target models, strengthening standardized construction, perfecting existing regulations, systemizing cooperative education, establishing and perfecting supervision mechanisms, and promoting by the central government and constructing three-side balancing mechanism. In the meantime, the position of each strategy in the optimization of regulations should be clearly defined.
