创新驱动,转型发展,是中国共产党上海市第十次代表大会为上海今后的发展确定的基本路线。但建设创新型城市是极为艰巨的历史使命。其中,最为困难的还是文化对科学怀疑的包容。上海真正的优势,在于其强大的综合服务能力。上海应该为其他城市走向"两头在沪"的努力服务,并从中寻求新的发展机遇。政府在推进新兴产业和产业升级上,需要思想和政策的创新,通过制度创新,让一切注重技术研发的企业获得平等和良好的制度环境。

Innovative drive,transitive development,is the basic line for the future development of Shanghai identified by Shanghai Tenth Congress of the Communist Party of China.However,constructing an innovative city is an extremely difficult historical mission,which can’t be achieved by ways of leaps and bounds.Among them,the most difficult thing is the inclusive culture of science.The real advantage of Shanghai lies in her strong comprehensive service capabilities.It should serve for other cities and seek new development opportunities.In promoting new industries and industrial upgrading,the government needs innovative ideas and policies.Through the system innovation,let all the enterprises focusing on technology research and development get equal and good system environment,should be an import direction for system innovation of Shanghai.
