In the light of the current situation that paper linoleum still holds a large share in the waterproof material market,a proposal is presented to vigorously develop middle and high grade waterproof materials in China which are suitable to the national conditions, and the causes for slow growth of middle and high grade waterproof materials are elaborated in several aspects including waterproof quota, policy and regulations, propagandization and popularization and market management Some measures to develop the waterproof material market are put forward,such that increasing water proof quota, strictly enforcing the related law, rectifying the market and pursuing waterproof work and subcontracting waterproof engineering
