十六大以来中央领导集体的执政方略主要体现在以下方面:高举伟大旗帜,统一思想意志,指引前进方向;创新执政理念,昭示价值追求,凝聚党心军心民心;以科学发展观统领全局,不断开创全面建设小康社会和现代化建设新局面;以改革的精神全面推进党的建设新的伟大工程,不断增强党的创造力、凝聚力和战斗力;首创中央领导集体学习制度,把善于学习作为提高执政能力保持党的先进性的必然途径,带动和促进全党全军全国人民与时俱进;以执政兴国为使命,团结一切力量,整合利用一切可利用的执政资源;创新执政方式,坚持科学民主依法执政,提高执政效能;坚持"和谐、共赢"理念,营造和谐执政的外部环境,塑造负责任的大国形象和展示并提升中华民族开放自信的魅力。

Since the 16th CPC National Congress, the central collective leadership has adopted a series of major strategic thoughts, guidelines,decisions and arrangements that are formulated and implemented effectively in the ruling of the country. The administrative strategy of the central collective leadership falls into eight areas： ~ To hold high the banner,to unify the ideology and thoughts with the aim to lead （the nation） into a right direction. ~ To improve the governance concepts,to manifest the pursuit of value and to agglomerate the morale of the Party, the army and the people. ~ To build a well-off society and push forward modernization in line with the scientific development philosophy. ~ To promote the Party＇ s construction with the aim to its capability of innovation, cohesion and combat effectiveness. To establish a system of collective study,which releases a clear signal that it is the only way to maintain the Party＇s advanced nature through learning. To unite all the forces and utilize all the resources in governance to revive the nation. To innovate governance method and improve efficiency in a scientific ,democratic and legal way. To adhere to the concept of a ＂harmonious win-win strategy,＂ when dealing with external affairs. To create the image of a responsible power and to showcase an open and self-confidence Chinese people.
