抽象行政行为具有其存在的历史必然性和合理性,但抽象行政行为的大量运用,又会引发许多新的问题。需要通过制度完善,保证抽象行政行为合法、公正地运行。从抽象行政行为的"根据"制定程序,司法审查制度以及抽象行政行为的法律责任等几个方面,研究进一步完善对抽象行政行为的监督和制约。

Although a larger scale of performing abstract administrative actions can give rise to many new problems,the existence of the actions has its historical inevitability and rationality. Only by the way ot pertecting the system, can the abstract administrative actions be ensured and carried out impartially. From the aspects of formulating procedures on the basis of abstract administrative actions, judicial review system and legal liability of abstract administrative actions, this paper attempts to comment on the supervision and restriction on the further perfection of the surveillance of abstract administrative actions.
