摘要
流动就业者具有收入低、流动性高、不稳定等特征,虽然他们在城市化过程中发挥了很大作用,但一直被社会保障制度拒之于门外,目前很少有专门针对他们的社会保障制度。我们应从政策法规、社会保障资金来源、行业特点以及流动就业者自身保障意识等方面分析流动就业者群体社会保障缺失的原因,并根据实际提出相关的对策建议,最终将流动就业者群体完全纳入到现行的社会保障体系中,实现城市社会管理的有效运行,使他们在城市中的生活更加合理有序。
Flow employees have the features of low income, high fluidity and unstable, although they have played a large role in the process of urbanization, they has always been kept out of the door of social security sys- tem, and at present very few social security system specifically targets at them. This article mainly bases on the so- cial security situation of flow employees, from the aspects of policies and regulations, the sources of social security funding, industry characteristics and security consciousness of flow employees, to analyze the cause of the lackness of social security of this group, and based on this puts forward some countermeasures, eventually completely put the group of flow employees into the current social security system to realize the effective operating of the urban social management, and make their city life more reasonable and orderly.
