摘要
公用事业的自然垄断性和政治敏感性特征引致了公用事业发展中的公共性和经济性目标的矛盾冲突问题。当前,市场化中政府角色的缺位,以及市场化改革的不完全,使得企业的经济利益与政府要实现的社会目标和公民获得基本公用事业服务之间的矛盾冲突日益严峻。有鉴于此,只有通过政府、企业和公众三者的合力,才能解决公用事业发展公共性和经济性的目标冲突问题。
Due to the features of natural monopoly and political sensitiveness, public utility has the inherent conflict of realizing both public and economic goals in its development. The paper first reviews the evolution of the relationship between government and business in public utility development, and then points out that with the market reform of public utilities, the conflict between the economic benefits of public utility enterprises, government＇s social goals and the public obtaining essential service has become increasingly intense, which is mainly caused by absence of government role and incompleteness of market reform. Finally, the paper suggests that only through the concerted efforts of government, business and the public can the conflict between public and economic goals be resolved.
