作为近代民间慈善组织的典型代表,善堂在近代武汉地方慈善事业中扮演着十分重要的角色。在清末民初政府治理能力削弱的环境下,善堂承担了社会救助的主要责任,与此同时,善堂还超越了不预他事的规条,涉足了地方公事,在近代社会扮演了一个重要的角色。
