摘要
在城镇就业压力增大的背景下,灵活就业已成为正规就业的有效补充,在促进社会经济发展及城镇就业方面发挥了重要作用。伴随城镇灵活就业规模的不断扩大,城镇基本养老保险覆盖面亟待扩大,尤其是提高灵活就业人员的养老保险参保率。基于辽宁省的问卷调查得出的结论是:城镇灵活就业人员参保率较低,主要是由于缴费率偏高与灵活就业人员收入水平不足的矛盾造成的。鉴于此,应改革养老保险参保缴费办法,提高灵活就业人员的收入水平和进行专门的劳动保护等,以利于提高灵活就业人员参保率。
In the background of increasing pressure on urban empolyment, the flexible employment has become effective complement to formal employment, and played an important role in the socio-economic development and employment promotion. In the case of enlarging the flexible employees, the coverage of urban pension system needs to expand urgently, especially increase the participating rate of the flexible employees. Based on the questionnaire survey in Liaoning province, the conclusions are as follows: the participating rate of the flexible employees is lower now. It's mainly due to the contradiction between higher contribution rate and lower income level. In view of this, in order to improve the pension participating rate of the flexible employees, this paper puts forward some policys that reform the measures of pension contribution and management, raise the income level and provide labor protection to the flexible employees.
