我国普通高中教育经费投入问题及对策分析

On the problems of investment of general high school education and its countermeasures

普通高中教育经费财政投入存在国家财政性教育经费总量投入不足、普通高中生均教育经费偏少、不同地区间普通高中教育经费投入不均衡、普通高中教育经费中非政府投资比重偏低、教育经费个人分担过重等问题,这些问题严重制约着普通高中的健康发展。要想解决这些问题,就要加大政府财政投入力度,拓展多元化的教育投资渠道;提高对普通高中的重视程度,建立相应的法律保障机制;加强中央宏观调控能力,消减地区间教育投资的差异;提高政府分担比例,完善普通高中学生资助制度。

There are some problems which severely limit the healthy development of general high schools, i. e. the insufficiency of national fiscal educational funds and investment per student in general high school, the unbalance of investment in general high schools among regions, the low level of nongovernmental investment in general high schools, the personal overload of educational cost, and so on. To solve these problems, we should increase the invest- ment of governments, enlarge and diversify the educational investment channels ; enhance the attention of general high schools, establish the corresponding legal guarantee system;enhance the macro - control capability of central government, reduce the difference of regional educational investment ; increase the share of government, and perfect the aiding system for the students in general high schools.
