国家烟草专卖局《烟草行业内部管理监督工作规范》明确指出市场上卷烟非法流动的根源在于行业内部,而防范卷烟非法流动的关键也在于行业内部。目前,地区间卷烟非法流动主要呈现省内比跨省间更频繁、毗邻地区比非毗邻地区更频繁及向物流发达地区集中等趋势,原因主要有消费能力、吸味习惯、品牌影响、培育力度、购买习惯等各个方面,应通过建立地区间卷烟非法流动预警体系、卷烟投放信息协同模块和卷烟非法流动预警处理机制等防范措施,才能从行业内部实现对地区间卷烟非法流动的事前防范和有效监控。

The Regulations of Internal Management and Supervision of Tobacco Industry issued by State Tobacco Monopoly Bureau clearly points out that the root of illegal circulation of cigarettes in the market is within the industry. The key to prevent the illegal circulation of cig- arettes is also within the industry. At present, illegal circulation of cigarettes across regions shows a trend that it is more frequent within the province than across the prov~.nees, in adjacent areas than in non--adjacent areas and it concentrates in logistics--developed areas. The main reason for this is due to consumption capacity, smoking habit, brand influence, the intensity of cultivation and buying habits, etc. Preven- tion measures that early--warning system of illegal circulation of cigarettes across regions, coordination module of cigarette delivery informa- tion and early--warning management system of illegal circulation of cigarettes should be established. Only in this way can beforehand preven- tion and effective monitoring within the industry come true.
