公平理论视角下农村公共服务问题及对策

Problems and Countermeasures of Public Services in Rural Areas from the Perspective of Equity Theory

通过对1990～2006年我国城乡人均公共服务支出费用的对比,结合我国基本国情,分析得出其差距的根本原因主要源于长期的政策差异和政府财政投入不足。基于公平理论视角,阐述了现阶段我国农村公共服务供给机制存在的问题,提出了加快我国经济结构优化,实现城乡之间合理化、公平化、均衡化统筹发展的政策建议。

Through comparing the per capita public services expenses in urban and rural areas during 1990-2006,it was found out that the root cause of their large gap lies in their different policies and insufficient financial input for a long time.Based on the perspective of equity theory,the problems in the existing supply mechanism of public services in rural areas were discussed,and some countermeasures were proposed,for example,to accelerate the optimization of our economic structure,to realize the reasonable,equal and balanced development of urban and rural areas.
