摘要
舟山群岛拥有十余家保税仓库,分别涉足油品、粮油、水产品、船用油漆配件、纺织品原料等商品物流,几乎占全省保税仓库数量的一半。其经营管理及其经济效益状况存在差异,这里既有国家政策和经济体制变动问题,又有思想观念和经营管理滞后问题,导致保税仓库这种自由贸易初级载体发展还不够快,转型升级缓慢。为此,应综合利用与整体开发保税仓库,逐步扩大贸易自由度,建成真正意义的保税物流发展模式,并以此促进长三角地区更大范围生产要素的自由流动,使其成为开放型经济贸易新的增长点,进一步推动海洋经济的发展,在更加宽广的领域参与国际市场竞争。
In Zhoushan Archipelago, there are more than 10 bonded warehouses (accounting for almost half of the number in Zhejiang Province), which include oils, grains, aquatic products, marine paint accessories, textile materials and so on. As a primary carrier of free trade, bonded warehouse's management and economic efficiency varies greatly, which is caused by the change of national policies and economic system, and the lag of our mind and management. It is suggested to develop and utilize the bonded warehouses in a comprehensive way, broaden their trade freedom and build a real bonded logistics mode, all of which can promote the free flow of production factors in Yangtze River Delta. At the same time, bonded warehouses will be the new growth of open economy to promote the development of marine economy, and enable Yangtze River Delta to take part in international competition in a broader level.
