以“城镇化发展”为旨归的“新村庄建设”探析——以我国东部沿海农村“新村庄建设”为例

An Analysis of "New Village Construction" for the Purpose of "Urbanization Development" ——Take the"New Village Construction"in the Countryside of Our Country's Eastern Coast for Example

发展城乡一体化是我国目前一个重大的发展决策,而"新村庄"建设则是建设社会主义新农村的首要前提和基础,也是加快城乡一体化进程的首要路径,因此已经受到国家和政府的高度重视。但"新村庄建设"不等同于"新农村建设",更不能仅仅看作是"村容村貌"的改造,而是要坚持以人为本,以适合人居为宗旨,并要在"村庄"自有特色的基础上,以城镇的生产生活水平为指向,走一条"城镇化"发展的道路,也即"新村庄的城镇化建设"。

It is our country＇ essential development strategy to realize the integration of urban and rural areas. In fact, ＂new village construction＂ is a basic prerequisite for building new socialist countryside and it will undoubtedly help to prompt the process of integration of urban and rural areas, hereby has been paid great attention to by the government. However, new countryside construction is not the equivalent of new rural construction, nor reformation of countryside; keeping the countryside＇s significant features, it adheres to the people-oriented principle, and takes a road of urbanization development, that is, along the path of new countryside＇s urbanization construction in the direction to the urban＇ living level.
