The competition of construction market is intense, so some contractors promote the engineering change in all the links of the construction with excuses, means and methods to make up the losses of low bid, and this causes uncontrollability of project cost. This paper analyzes the meaning, content and effect of change visa, studies the visa principle of engineering change, researches the countermeasures of normative management, in order to control the project cost effectively.
