分析并且论证工程招投标阶段的缔约过失责任,且认为缔约过失责任的起止时间是以招标人公开发出招标公告之时起至中标通知书发出之日起30日内,招标人和中标人订立书面形式的工程建设合同之时结束。

This paper analyzes and demonstrates the contracting fauh liability in bidding phase, and thinks that the contracting fault liability begins at bidding announcement＇s publishing, and ends up within 30 days from sending out bidwinning notice, when tenderee and bid winner sign a written contract of engineering construction.
