Firstly, the paper analyses the corrected ideas about market iailures caused by environmental externalities and publicities. Secondly, describes the flexibility in the use of environmental policy instruments in developed countries. Thirdly, analyses China＇s current environmental policy instruments and then evaluates them. Finally, propose the ways to improve China^s environmental policy measures.
