和谐社会语境下农村社会保障制度的完善

Consideration on Consummating Rural Community Social Security System in the Linguistic Environment of Harmonious Society

社会保障权是公民的基本人权,然而我国农民在社会保障体制中的弱势地位已经成为严重制约我国经济社会发展的焦点问题,健全覆盖城乡居民的社会保障体系是实现城乡居民"公共服务均等化"的主要内容。解决社保的公平问题任重道远,应从立法、建立健全农业支持措施和农村社会保障的良性互动机制、明确各级政府责任、打通权利救济途径入手,解决农村社保存在的问题。

The social security right is citizen＇s fundamental human rights, however, China farmer＇s weak and low status in social security system has already become a focus problem which restrict seriously development of economic society of our country, to found social security system covering resident of both city and countryside is the primary coverage to realizes ＂the collective services over equalization＂ for all residents in both city and countryside. The solution of the fair problem at society guarantees is quite difficult. To solute the social security problem in rural area in question, we should begin from legislation, establish perfect interaction mechanism of the agriculture support measures and establishment of the rural community safeguards, make clear responsibility of the government at all levels, and make connection for all right relief way.
