灌溉用水效用评价指标的尺度效应问题理论探讨

Theory Discussion on Scale Effect of Index in Evaluating Irrigation Water Utility

以灌溉水利用效率、灌溉水生产效率和灌溉效益为代表的灌溉效用评价指标在不同尺度上的计算方法及所代表的具体含义也会因为尺度的差异而体现不同的含义。以灌溉水量平衡为基础,分析了灌溉用水三大评价指标在不同尺度理论值及其尺度间相互转化关系。分析结果表明,由于灌溉效用尺度效应的作用,小尺度的低效用在大尺度上并不意味着效用低下。

The key issue was switched from evaluating the efficiency of irrigation construction to the comprehensive benefits including irrigation efficiency,irrigation water productivity and economic benefit and so on.Another key issue was how to deduce index value of great scale based on micro-scale index on evaluation of irrigation water utility.Discussing the scale effect among different scale levels was very important for calculating index value.The conclusion formed theory discussion on three typical indexes of irrigation efficiency,irrigation water productivity and irrigation economic benefit showed that the low efficiency on micro-scale irrigation utility did not mean the lower benefit on macro-scale irrigation utility because of the scale effect.
