从“民工荒”看新生代农民工人力资本投资

Human Capital Investment for the New Generation of Rural Migrant Workers: a Perspective from the Migrant Worker Shortage

"民工荒"在很大程度上是"结构荒"、"质量荒"。从"民工荒"反映出的现实情况来看,农民工特别是新生代农民工的人力资本投资严重不足。加强新生代农民工人力资本投资,对中国工业化城镇化和经济社会长远发展具有十分重要的现实与战略意义。必须确立新生代农民工是重要人力资本的共识,破除阻碍新生代农民工人力资本投资的制度障碍,健全促进劳动力自身发展的社会保障,增大以培养现代产业工人和新市民为目标的教育投入,加强适应经济社会发展的职业技术培训,使新生代农民工成为新世纪高素质人才资源。

Migrant worker shortage, to a large extent, is the shortage of structure and quality. From the realistic situation of this kind of shortage, it can be seen that migrant workers, especially the new generation, are characterized by severe insufficiency of human capital investment. Strengthening the investment in human capital for new generation of migrant workers has enormous realistic and strategic significance to China＇s industrialization, urbanization and long-term development of economy and society. To make the new generation of migrant workers a high quality human resource in the new stage of the century, a consensus must be reached that the migrant workers in the new generation are important human capitals, and the hindering institutional barriers to the human capital investment must be removed. Also, China must improve the social security to promote self-development of labor force, increase the investment in education that aims at educating modern industrial workers and new citizens, and strengthen the vocational training that helps the new generation adapt to economic and social development, make rural migrant workers of the new generation become high-quality human resources in new century.
