摘要
资源循环利用是循环经济的核心内涵。由其形成的产业是节能环保战略新兴产业的重要组成部分,是破解我国经济发展面临的资源和环境双重约束的有效途径,对于减少环境负荷、增加资源供给具有重要的意义。文章从资源循环利用的内涵出发,分析了再使用、再制造和再生利用的概念和内涵,厘清了资源循环利用与资源综合利用的联系与区别;提出了资源循环利用的对象和方式,给出了再使用、再制造和再生利用等利用方式的优先次序;建立了资源循环利用的系统模型,该模型给出了不同产业和利用方式之间的耦合关系,系统描述了物质在生命周期各阶段的存在形态,提出了不同企业之间废物交换的共生网络形式和途径,可为资源循环利用产业的规划、管理、统计等工作提供理论支撑。
The resource recycling is the core content of the circular economy. Its industry is an important part of the strategy emerging industry about energy saving and environmental protection, an effective way to crack resources and environmental constraints faced by China's economic development; and the industry is of great significance for reducing the environmental load, increasing the supply of resources. Beginning from the connotation of resource recycling, this paper analyzes their concept and content of reuse, remanufacturing and recycling; clarifies links and differences between the resource recycling and comprehensive utilization of resources; addresses objects and modes of resource recycling; gives priorities of reuse, remanufacturing and recycling; establishes system model of resource recycling, which gives the coupling relationship between different industries and utilization way; and describes the material existing forms in various stages of the life cycle, and brings forward symbiosis network form and means of waste exchange between the different enterprises. The achievements of this paper can provide theoretical support for planning, management, statistics of the resources recycling industry.
