To Build the Sino-Japanese Security Cooperation Featuring Strategically Mutual Benefit

中日邦交正常化40年来,两国在经济、文化交往等方面取得了丰硕的成果,但比较而言,两国的安全合作却始终处于滞后的状态。尽管在一些安全议题上存在着分歧和争论,双方在开展安全合作方面仍然具有共同的利益和需求。扩大交流、更新观念、增加信任,尽快走出安全困境,是中日两国面临的共同课题。与时俱进地进行政策调整,积极地进行舆论引导,切实地推进具体事务合作,建立真正的战略互惠型安全合作关系,对于两国来说不失为双赢之举。

Ever since the normalization of diplomatic ties between China and Japan 40 years ago,impressive results in economic and cultural exchanges between the two sides have been achieved.In comparison,however,their security cooperation has all along been put on hold.Although differences and disputes on some security issues exist,the two sides still share some common interests and needs.China and Japan are now facing a common task of expanding their two-way exchanges,updating with new ideas,building up mutual trust and extricating themselves from the security dilemma as soon as possible.It can yet be regarded as a necessary move to achieve a win-win result for them if they are able to keep abreast with the times,take an active part in guiding the public opinion,and build up a truly cooperative relationship that is strategically mutually beneficial.
