To Further Exercise Non-governmental Diplomacy and Deepen People-to-people Exchanges—in Commemoration of the 40th Anniversary of the Normalization of Diplomatic Relations between China and Japan

中日邦交正常化40年来,两国国家关系与民间友好交往都有长足的发展。从民间友好交往与国家关系发展的相互关系来看,两者之间正负面的相互影响作用非常明显。面对当前中日两国关系中存在的一些困难,正确认识民间外交与民间友好关系的发展对推动两国整体关系的发展具有十分重要的意义。中日之间既要努力推动国家间的战略互惠关系,更要继续努力,积极开展民间外交,加深民间的相互理解与信赖,促进民间友好关系的深入发展。

Since the normalization of diplomatic relations between China and Japan 40 years ago,state-to-state relations between the two countries and people-topeople friendly exchanges have seen remarkable improvement.If we look at the interrelation of people-to-people friendly exchanges and the development of state-to-state relationship,we can see that the effects of the two elements mutually influencing each other from a positive or negative side are extremely noticeable.In view of some of the difficulties in front of the China-Japanese relations at the present,we must be keenly aware that supporting the development of non-governmental diplomacy and people-to-people friendly relations will have utmost importance to the promotion of their bilateral ties as a whole.For China and Japan,they are required not only to make great efforts in fostering mutually benefited strategic relations between them,but also to strive for improvement in actively carrying out non-governmental diplomacy and deepening mutual understanding and trust between the two peoples,so as to develop in greater depth people-to-people friendly ties.
