由少数东盟成员国始创的"跨太平洋伙伴关系协议"(TPP),随着美国的加入,其规模和影响迅速扩大,东盟国家或积极争取、或渴望加入,还有因与TPP要求差距过大而不能加入。TPP原本是一个经济组织,由于美国的参与,从经济上看,其双刃剑作用更为明显,可能会成为成员国经济转型和产业升级的动力,但也可能引发本国的经济和社会矛盾的加剧。从地区战略环境看,其背后蕴含着美中等大国的博弈,无论是对东盟各国还是东盟一体化都有重大影响。
The Trans-Pacific Partnership(TPP),initiated and founded by a small number of the ASEAN countries,is rapidly growing in size and influence,with the U.S.participation into it.Some of the ASEAN countries are striving or longing for admission into it,while the others are unable to get in because there is a big gap in their entry qualifications.Formally,the TPP was an economic organization,and with the U.S.getting involved in it,the double-edge effects in economic terms have become noticeable.There is a possibility that it will serve as a motivating force in the economic transformation and industrial upgrading for its member countries.Meanwhile,there also exists the problem of aggravating the domestic economic and social contradictions in its member countries.As for its regional strategic environment,big-power rivalries,including China and the U.S.,lie hidden behind the back,which will exert considerable impact either on the ASEAN countries or on the ASEAN integration.
