公民意志的表达方式及其法律规制——以“投诉合唱团”为视角

Expression Ways of Public Opinion and Related Legal Regulations: From Perspective of "Complaints Choir"

在我国,公民意志的表达具有多种法律渠道,"投诉合唱团"是一种新型的表达方式。投诉合唱是一种社会权利,同时也具有一定的社会权力意义。"投诉合唱团"拓展了民意表达的方式和渠道,为政府了解社会和参与社会管理提供了第一手资料。"投诉合唱团"在社会权力表达方面也存在局限性,有必要对投诉合唱进行适当的法律规制。

In China, there are multi channels for the public to express their opinions, ＂Complaints Choir＂ being a new way. Complaints choir is a social fight and in a sense it is a social power at the same time. ＂Complaints Choir＂ develops modes and channels for the public to express their opinions and provides first-hand information for the government to know the society better and find innovative ways for social management. As ＂Complaints Choir＂ has limitations in social power expression, it needs to be properly regulated.
