美国能源政策法对中国能源立法的借鉴价值

The revelation of the U.S. Energy Policy Act of China's Energy Law

自我国可再生能源法出台后,我国宏观层面正在进行审议一部全面体现能源战略和政策导向的基础性法律,统一解决能源结构、能源效率、能源安全保障、能源开发利用、能源与环境的协调等综合性问题,以及包括能源安全的规定。2005年美国的综合能源政策法出台,为美国在今后20年间的能源发展指明方向,对中国这部能源法的出台也有极强的借鉴意义。美国能源政策法的亮点与争议,需要在审视中国与美国各自的能源问题和能源环境的相似及差异下,比较研究了中国在即将出台的能源立法中应当汲取或注意的经验。

China's Renewable Energy Law is the introduction of China's macro-level being considered a fully embodies the fundamental law of the energy strategy and policy-oriented,unified energy structure,energy efficiency,energy security,energy development and utilization of energy and environment coordination comprehensive problems,including energy security requirements.The U.S.Energy Policy Act in 2005 introduced the direction for U.S.energy development in the next 20 years,the introduction of this energy method also has a strong reference.This paper analyzes the highlights of the U.S.Energy Policy Act and controversy,look at China and the United States energy problems and energy and environmental similarities and differences,a comparative study of China in the upcoming energy legislation should draw attention to the experience.
