区域合作视野下府际合作治理的法理界说

How Defining the Cooperative Governance between Local Governments in a Vision of Regional Cooperation

区域经济一体化中,府际合作治理日渐成为区域合作之制度选择。而府际合作治理是一个尚未取得共识的概念。学界定其内涵乃是府际合作治理良善运作,尤其是府际合作治理公法制度构建与完善的逻辑基础。从主体看,府际合作治理是一种政府主导,社会公共组织、私人部门共同参与的合作治理;从机制、模式看,府际合作治理是一种强调问题解决、目标导向与管理创新的多元化治理;从价值理念看,府际合作治理是建立在尊重、信任、协调、共赢基础上的合作治理;从方式看,府际合作治理是一种强调制度创新的制度性治理。

In practice,people often abstract and generalize the characteristics and law of things with the help of con-cepts in order to have a correct understanding.Although intergovernmental cooperation governance has becomethe selection of regional cooperation system in the range of regional economic integration,it is still a non-con-sensus concept.The scientific definition of its connotation is the logical basis of well operation,especially inpublic law system construction and perfection.In the view of intergovernmental cooperation practice,intergov-ernmental cooperation governance is a kind of cooperative governance that is led by government and also partic-ipated by public organizations and private sectors from the perspective of principal;at the same time it is a typeof diversified governance that put emphasis on problem solving,goal-oriented and management innovation in theaspect of mechanism and model,it is a kind of cooperative governance built on respect,trust and bilateral-wincoordination.
