摘要
哈依煤气工程从论证到运行,始终是一项倍受争议的工程。工程决策和建设周期之长、不可预见的自然和经济因素使得该工程项目从合理变为不合理;在充满争议的情境下工程强行上马,并在没有经济效益(甚至是负收益)的情况下,工程运行了12年最终被置换为天然气而下马。通过对这项工程的决策过程进行社会学分析认为:对大型工程项目中途下马缺乏必要的反思本身是中国工程建设中需要反思的问题;在中国大型工程项目的决策过程中存在非工程考量的作用过大、决策过程存在民主化缺失、专家论证的结果不能得到应有的尊重等问题;政治权力的压力导致工程的非理性的决策。
Ha-Yi gas project, which is a controversial engineering during its decision-making and construction process. The time-consuming pre-operating period, the uncertain natural and economic factors make the project unreasonable, which seemed a reasonable one at the begin- ning. The project, which was forcibly started by local power, had made heavy loss for local finance during its 12-year service life, and was final- ly replaced by natural gas. In this paper, we proposed a sociological reflection on Ha-Yi project: there is not even a basic summary on the abor- ted project has been made by government--lack of summary and reflection on large scale project, which is widely existed in China; firstly, there are many non-engineering factors functioning in the desicion-making process of Chinese large scale construction project; secondly, there is defi- nitely no democracy in the decision-making process of the project; thirdly, advice from expertise is instrumentalized and treated with no respect; forthly, political pressure leads to irrational decision.
