"三农"问题治理是一个系统工程,与工业化、城镇化高度关联,如果存在系统性缺陷,不仅不能解决"三农"问题,甚至会形成逆向动力。破解"三农"问题是一个长期任务,但可以快速启动。主要任务是取消城乡分治下的不公平原则,城乡分治的内容应逐步从城乡经济社会中回归到城乡规划建设形态差异化管理层面。破解"三农"问题,应重构农民工城镇化动力机制,减少农民;重构农村改革与发展自主权利;进一步建设公共财政管理体制,加大农业生产和农村公共资源配置投入,从外部助推农村经济社会发展。

Local practice shows that the countermeasures to the problems of agriculture, rural areas and famers are a great and complex system, which is highly related to industrialization and urbanization. If it is defect, the problems could not be solved, even would be solidified by the formed reverse power. It is a long-time, but rapidly launched task to solve the problems of agriculture, rural areas and famers. The main task of it is to cancel the unfair principles of governing rural and urban areas separately, and change its content from economic and social development to differentiating governance in urban and rural planning; reconstructing the driving mechanism to reduce famers and turn migrant workers into city dwellers; giving independent right to rural areas＇ reform and development, developing public finance management mechanism and giving more input for agriculture producing and rural public resource allocation, to promote rural economic development.
