警察文化作为职业文化,是在警察职业发展过程中,在警察群体中形成的。它既是一种软实力,也是"硬功夫"。警察文化是物质文化和精神文化的耦合,是连续性和间断性的统一,是共性与个性的辩证统一。新时期,培育和建设警察文化,应注重理念提炼,把握警察文化建设核心;优化警察文化建设特殊人才的引进、培养和使用机制;将警察文化建设纳入警察教育课程体系和培训过程,增强民警对其职业属性的认知;与地域文化融合打造特色警察文化,塑造警察文化品牌;进一步增强警察文化的开放度,将"引进来"与"走出去"相结合;弘扬传统优秀警察文化;重视互联网等新媒体的运用,突出开放式、互动式。

Police culture as a kind of vocational culture, is created by police group in the process of police vocation. It is both a kind of soft power and hard efforts. It is the coupling of material and sprit cultures, is the unity of continuity and intermittent, common and personality. In the new times, cultivating and constructing police culture, we should put importance on abstracting its conception and grasping its core; optimize the mechanism of talents introduction, cultivation and using; bring police culture construction into police education and train, and enhance polices＇ cognition of their vocation; building special police culture combined with regional culture, and make police culture band; expand opening up degree of police culture, and combined it with bringing in and going out; carry forward traditional police culture; attach importance to take use of internet and other new media, and highlight opening up and interaction.
