摘要
教师队伍建设的重要性不言而喻。在长期的探索过程中,OECD国家已形成了一些相对稳定的教师队伍建设政策。首先,将工资水平与结构改革作为教师队伍建设的重中之重,且工资水平改革兼顾绝对工资与相对工资,工资结构实行差别工资制,起点工资设置尽量合理,工资增长尽量切合预期;其次,建立长效激励机制;其三,改善教师整体工作环境;其四,创新教师职前培养体系;其五,增加新教师入职培训环节;其六,放宽师资供给渠道。
The paper sums up six measures of building a strong contingent of teachers in developed countries. Firstly, the most important measure is to raise the level of teacher's salary and to reform the salary structure. We must consider both the absolute and relative salary levels, while implementing discriminatory salary structure. The basic salary must be set rationally, and the rate of salary growth must be fit in with the teacher's expectation. Secondly, incentive measures must be established. Thirdly, the whole working environment must be improved. Fourthly, the programs of teacher education must be innovated. Fifthly, the induction and mentoring programs for initial teachers must be emphasized. Sixthly, the channels of teacher supply must be broadened.
