Discussion on the System of National Mineral Resources Capacity

国家矿产资源能力系统,是从保障国家长期发展的需求出发,利用找矿增储、高效利用、循环替代及全球控制等综合手段,全面加强矿产资源的供给能力建设,在中长期的时间尺度及危机时刻,都能全面而有效地保证我国战略矿产的稳定供应,保障国家经济安全。国家矿产资源能力系统不同于以往单纯的地质找矿工作,而是在市场经济条件下,在经济全球化背景下,充分利用现代科学技术,结合中国矿产资源供需的历史、现实及未来,为满足国家未来发展需求而迫切需要加强的全程性、综合性及动态性的系统能力建设。

This paper points out that the system of national mineral resources capacity aims at ensuring the demand of national long-term development,here there is a specific focus placed on increasing reserves by prospecting,efficient cultivation,recycling substitute and global control for strengthening the supply capacity of mineral resources in an all-round way,guarantee a steady supply of strategic mineral resource efficiently in full scale,and the safe operation of national economy at medium and long term time scale and in times of crisis.Then the author further analyses that under market economy and the economic globalization,national mineral resources capacity system should be improved urgently for the needs of national future development by making full use of modern science and technology based on the situation of China's mineral resources supply and demand.
