基于新一轮海洋功能区划体系的中国海上风电布局思考

Thought on the Distribution of China's Offshore Wind Power Based on the New Round of Marine Functional Zoning

中国海上风能资源丰富,具有良好的开发利用前景。作为一种新型用海方式,海上风电具有用海面积大等特征,在今后的海域空间"争夺"中不可避免的产生用海矛盾。如何统筹各行业用海,布局规划好海上风电,是新一轮海洋功能区划编制的一项重要内容。阐述了中国近海风资源状况,分析了海上风电用海特征,研究了新一轮区划对海上风能区的要求及有关问题,提出了在该轮海洋功能区划体系下海上风电开发、选划及布局的有关建议。

Wind power as a clean energy is attracting more and more attention, and China possesses rich offshore wind energy resource which features good prospects for development and utilization. As a new way of utilizing the sea, the offshore wind power is characterized by the utilization of large sea area, thus resulting in the inevitable conflict with sea area uses fur other purposes. In this new round of marine functional zoning, it serves as an important part how to coordinate the sea area uses for various purposes and plan the development of offshore wind power. With the project ＂908＂ results of wind resource assessment cited, this paper analyzes the sea utilization of offshore wind power, studies the requirements and issues relevant with the offshore wind energy zone presented during this round of division, and proposes suggestions regarding the development, designation and distribution of offshore wind power.
