解读“十二五”时期海水淡化产业发展难题——以天津市为例

Unscrambling the Developmental Difficulty of Seawater Desalination Industry in the 12th Five Year-Plan Period——Take Tianjin City for example

随着经济社会的发展,水资源形势日益严峻,海水淡化对于国家水资源安全起到重要的战略补充作用。早在2005年,国家就出台了《海水利用专项规划》,谋划海水利用业发展;2012年2月,国务院办公厅又正式发布了《关于加快发展海水淡化产业的意见》,旨在鼓励和引导海水淡化产业的发展。但成本、技术、配套政策等一系列问题仍然制约产业的发展。结合天津市发展实际,从微观角度剖析了海水淡化产业发展目前存在的体制、机制、政策障碍,并有针对性地提出了若干建议。

Along with the development of economy and society, the situation of water resource is becoming more and more severe, so seawater desalination is playing an important strategical complementary role in the national water resource safeguard. Early in 2005, the government issued the Seawater Utilization Special Plan, designing the industrial development; in February 2012, General Office of the State Council released the Opinions on Speeding up the Development of Seawater Desalination Industry officially, in order to encourage and direct the development of seawater desalination industry. But difficulties in cost, technique and supporting policy etc. still restricted the industrial development. Based on the situation of Tianjin City, this paper analyzed the institutional, mechanismic and political barriers existing in the seawater desalination industry from a micro point of view, and raised some suggestions specifically.
