俄罗斯企业慈善社会责任履行及对我国的启示

The Current Situation of the Performance of Corporate Social Responsibility in Russia and Its Enlightenment to China

俄罗斯与中国有着类似的转型背景,在企业社会责任的履行方面受政府影响明显。在俄罗斯政府推动下,俄罗斯企业社会责任特别是慈善社会责任的履行在过去十年里呈现出了一系列新特点。主要体现为:在履行主体上注重区分企业的不同规模和类型,强调大企业对慈善社会责任的履行;在推进主体上将政府推进作为主导模式,引导企业选择慈善社会责任的领域,并通过建立激励机制促进企业对慈善社会责任的履行;在推进方式上推行"社会合作伙伴"关系框架,构建"公私协作"模式等。学习并借鉴这些经验,对于完善我国企业慈善社会责任的履行具有重要的现实意义。

Russia has a similar background of transition with that in China.It gets got a lot of influence from its government in the aspect of performing the social responsibility the enterprises.Under the promotion of Russian government,there have been some new features of the social responsibility of Russian enterprises,especially in the charitable social responsibility for the past ten years.The responsibility mainly embodies in taking emphasis on the different scales and types of enterprised in the main part of performing,in stressing large enterprises' performance of charitable social responsibility,in taking government promotion as a dominant mode,in guiding the enterprises to choose the field of performing charitable social responsibility,and in encouraging enterprises' performance of charitable social responsibility through establishing incentive mechanism.Meanwhile,it uses 'Social Partners' as the relationship frame in the means of promotion,and establishes 'the public private collaboration' mode and etc.It has practical significance to improve the enterprises' performance of charitable social responsibility by learning lessons from Russia.
