关于改革农村土地整治管理体制的思考

Consideration on the Reform of Reclamation and Readjustment of Rural Land Management System

现行农村土地整治管理中存在诸多问题,农村土地整治综合效益的进一步发挥迫切需求管理体制的改革完善。在分析农村土地整治发展现状和面临的形势基础上,提出了农村土地整治管理改革的背景和现实需求,进而通过对重庆市农村土地整治管理状况进行分析,梳理了当前管理中存在管理组织形式分散、管理机构不能真正履行法人职责、管理方式不能适应管理需求等问题,并从农村土地整治法律法规、管理机构、资金使用、管理方式、参与主体等方面提出了改革完善农村土地整治管理体制的政策建议。

There are many problems in the management of current rural land reclamation and readjustment, which urgent need to reform it＇s management system to further play comprehensive benefit. Based on the analysis of current and future situation of rural land reclamation and readjustment, the paper proposed management reform background and practical needs, and then hackle currently existing some problems like management organizational form dispersed,organization can＇t thoroughly fulfilling legal responsibilities,management methods can＇t meet the management needs. Finally, proposed some reform and consummation policy suggestions from laws and regulations. management organization, fund utilization, management mode and participation subject for rural land reclamation and readjustment.
