摘要
高职院校内部治理结构亟待改革,应当以解决内部治理结构中存在的主要问题为目标,以法人治理理论、利益相关者共同治理理论、委托代理理论和教育消费理论为指导,在学校内部建立起党委主导的理事会决策制度、基于专门委员会策划的院长执行制度、"标准、评估和奖惩一体化"的质量监督制度,形成与外部治理制度相衔接的内部治理体制、机制,为学校的发展奠定基础。
The reform of inner management structure of public higher vocational school is urgently needed. To lay the foundation of the development of school, the goal should be to solve the major problems in inner management structure; the guiding theories should be the theory of corporate governance, principal-agent theory, education as consumption theory; council's decision-making system dominated by the Party committees, president administration system based on the plan of special committee, quality monitoring system of standard-evaluation-reward integration must be established inside the school, inner management system compatible to external management system must be formed.
